I can say for myself I've been using this religiously for the past two weeks and I definitely have noticed a decrease in My dark circles underneath my eyes. I can't speak on the behalf of puffiness as I don't normally get puffy But it's claiming to reduce puffiness I believe it should deliver as it does deliver with the dark circles and it does deliver with intense hydration So it is perfect for nighttime or even daytime under makeup.
